Temporary Foreign Worker Program: An LMIA is required to acquire a work permit.

International Mobility Program: Foreigners can get work permits without an LMIA.

The LMIA allows firms to show the Canadian government that hiring a foreign worker won't harm Canada's workforce. ESDC wants to ensure that recruiting foreign workers won't displace Canadians or lower their wages. The Temporary Foreign Worker Program includes LMIA-required workers (TFWP).

Although LMIA procedure is the rule, there are various LMIA-exempt work permits originating from free trade agreements, such as the former North American Free Trade Agreement, now known as CUSMA. Free trade agreements allow foreign workers to get a work permit without an LMIA. Foreign employees without a job offer can apply for working holidays, post-graduate work permits, and open spousal work permits. All these fall under the International Mobility Program that covers non-LMIA workers (IMP).
