IRCC: Initiative towards Conducting Draws based on Occupation

The IRCC will impose some significant modifications in the Express Entry System to efficiently deal with the workforce shortage in Canada. These impending changes will assist the IRCC in managing Canadian economic needs in a better manner.

In 2023, the IRCC will make categories based on several attributes. The upcoming categories in the Express Entry System will be constructed factors including education level, work experience, language ability in either Canadian language, etc. The CRS will no longer be the major criterion to measure the profiles’ potential.

This year, the IRCC will be offering Canadian PR through Express Entry to those candidates who will aid in filling the labour gap shortly. Therefore, the IRCC will favour the candidates based on the following factors including-

  • Candidates who can assist in joining the Canadian workforce to mitigate the labor gap.
  • International students who have studied in the field of in-demand occupations.
  • Temporary foreign workers who can transfer the skills when needed.
  • International students studying the in-demand skills in Canadian universities
  • Candidates who hold a good grip on the French language.

What is Express Entry System? 

Express Entry is the online application management system through which skilled workers can apply for PR. This system holds the three central immigration pathways. These pathways are FSWP, FSTP, and CEC. Candidates can apply through any particular program if meeting the eligibility requirements. Therefore, before you opt to apply under any specific program, confirm that you stand in line with the program’s criteria.

In the present scenario, candidates who applied through any immigration pathway under the Express Entry can only get the CRS score. This CRS score is allotted to candidates relying on several attributes, including age, experience, education, etc. Candidates with the highest CRS score in all programs get the ITAs.

The consultations were based on the accomplishment of the same technique used to develop the annual Immigration Levels Plan, which establishes Canada’s annual immigration targets over a three-year period. The results of the consultations have not been updated so far, as the consultation process ended on January 8, 2023.  

However, the targeted draws under the Express Entry System can be started in the spring season of 2023. The IRCC said the categories have yet to be decided by the minister. Once the categories are prepared and organized, the IRCC will issue a notice regarding the same before releasing invitations.

Upcoming Possible Categories into the Express Entry System

The IRCC may add the following categories to the Express Entry system to ease the workforce shortage and meet economic requirements. Inviting the candidates in 2023 based on these categories will assist the Canadian government in tackling the workforce shortage, strengthening the bilingual language concept, and overcoming economic distress.

Preferring Candidates with Work Experience in highly in-demand Occupations and Sectors of Canada- 

The workforce shortage in Canada has taken a toll after the pandemic. The government has been imposing several tactics to get over the workforce shortage. However, inviting immigrants substantially is the only major source of confronting the workforce shortage. The concerned authorities of the Express Entry will make a category based on the occupations and sectors suffering severely from workforce shortage.

In the consultation meeting, the IRCC asked stakeholders and respondents which sectors have been going through workforce shortages and how they can be improved by immigration. Following are the most common occupations of the candidates invited via EE in Canada between the phases of 2019 and 2021-

  • Food service supervisors
  • Administrative officers
  • Retail sales supervisors
  • Cooks
  • Software engineers and designers
  • User support technician
  • Financial auditors and accountants
  • Restaurant and Food services manager

The IRCC will primarily focus on Canada’s in-demand occupations and sectors in this category. Candidates with the same background and experience will be highly desired.

Converting the International Students into Permanent Residents of Canada- 

The IRCC is also planning to create one category for international students in Canada. All the international students who can aid with workforce shortage will be highly preferred in this category. This EE category will accumulate all students with degrees or diplomas in the in-demand occupations, sectors, and domains.

Choosing international students for economic immigration would be fruitful due to the following factors-

  • They already have proficiency in one official language of Canada.
  • They hold a Canadian education with work experience.
  • They are in their core working age period and would be with the Canadian workforce for years.

In the year 2021, approximately 88,000 international students got permanent citizen status through the Express Entry Programs. The number of students transformed into permanent residents has increased by 80% since 2017. Sometimes, getting Canadian PR through any program can be tough while having a post-graduation work permit.

Turning Temporary Foreign Workers into Permanent Residents of Canada- 

One category would be created for temporary foreign workers in Canada. This category will enable temporary foreign workers to get Canadian PR through Express Entry. Also, stakeholders mentioned in the consultation that the current immigration pathways are not enabling the supply of temporary foreign workers in Canada who can help in addressing the workforce shortage.

Temporary foreign worker programs enable bringing talent from across the world. This helps fill the vacant positions shortly throughout the nation, resulting in economic growth.

Candidates with Canadian work experience can be incorporated into the workforce straightforwardly. Also, they can share their skills with other workers when the urgency comes to do so.

In the year 2021, around 168,600 temporary foreign workers turned into permanent residents of Canada. This is responsible for 64% of admission made through the economic immigration category in 2021.

Increasing Francophone and Bilingual Candidates in Canada 

French and English stand out as the two official languages of Canada. However, English dominance is higher than the French language. Therefore, Canada would invite French-speaking candidates to strengthen the bilingual notion. In this category, French-speaking and bilingual candidates will be favored.

Canada came up with the francophone immigration strategy in Canada in 2029. Adding 4.4% of French-speaking new immigrants outside of Quebec by 2023 was the major agenda of this strategy. From 2017 to 2021, 110,000 francophone immigrants made their way to Canada. However, only 30,000 immigrants chose to settle down outside of Quebec out of the total.

  • Overcoming workforce shortages where speaking French is necessary

Chronic Workforce Shortage in Canada-
