Immigration Update: Nova Scotia inviting Healthcare Professionals

The Canadian province Nova Scotia is giving opportunities to foreign healthcare professionals via the Nova Scotia Provincial Nominee Program (NSNP). This program invites individuals with sought-after skills and experience, offering them a pathway to Permanent Residency (PR). The program known as International Graduates in Demand (IGD) under the Provincial Nominee Program (PNP) aims to facilitate immigration for international students aspiring to work as paramedics or pharmacy technicians in Nova Scotia.

Over the past two decades, immigration to Nova Scotia has tripled, with the province now welcoming more than 7,000 newcomers annually. In an effort to meet economic and labor market demands, Nova Scotia is further enhancing immigration through the PNP and the Atlantic Immigration Pilot (AIP), initiated in 2017. Every Canadian province except Quebec and Nuvanut has their own Provincial Nominee Programs (PNPs). These programs empower local authorities to nominate specific immigration candidates for PR in their respective regions, filling gaps in the local labor market.

Job Opportunities in Nova Scotia

It’s fascinating to see how the demand for healthcare positions has surged! In the fourth quarter of 2022, job vacancies in healthcare occupations soared to an all-time high of 95,800. This number has more than doubled since the same quarter in 2019, which had 40,100 openings. Following are the occupations eligible for the IGD PNP stream in Nova Scotia province:

  • Nurse aides and patient service associates
  • Paramedics and Pharmacy Technicians are now eligible due to the latest expansion of the IGD
  • Early childhood educators and assistants
  • Other healthcare workers in demand include Registered Nurses (RNs), Personal Support Workers (PSW) and healthcare aides

Eligibility for Healthcare Jobs in Nova Scotia

There are several criteria applicants must meet to qualify for immigration through Nova Scotia’s Provincial Nominee Program under the International Graduates in Demand stream. Below are the requirements:

Job Offer

Applicants need a full-time permanent job offer from a Nova Scotia employer in an eligible occupation. Applicants should fall within the age range of 21 to 55.

Education

Completion of at least high school education and a course of study lasting a minimum of 30 weeks within the last three years. Crucially, at least half of this educational program must have been completed in Nova Scotia.

Language Proficiency

Demonstrated proficiency in the official language, equating to at least level 5 on the Canadian Language Benchmark (CLB).

Financial Stability

Having sufficient funds to settle permanently in Nova Scotia. Along with the funds, it is good to have the necessary certifications required for the job.

These criteria aim to ensure applicants possess the necessary skills, education, and resources to navigate successfully into the workforce and community of Nova Scotia.

How to Apply through IGD PNP Stream

To initiate the immigration process through Nova Scotia’s IGD PNP stream, applicants should begin by following steps:

  1. Submitting a completed application along with the required documents through the official government website.
  2. Upon receiving approval and the Provincial Nomination Certificate, applicants must proceed to apply directly for PR with Immigration, Refugees and Citizenship Canada (IRCC) within six months.
  3. Additionally, applicants have the option to request a Letter of Support for a temporary work permit from the Nova Scotia Office of Immigration (NSOI), facilitating their stay in Nova Scotia while their PR application is being processed.

These steps create a structured pathway from provincial nomination to permanent residency, ensuring a smoother transition and potential work opportunities while awaiting final immigration approval.

What will be the future of jobs in Nova Scotia?

From 2022 to 2031, the Canadian Occupational Projection System (COPS) anticipates a significant number of job openings, totaling 7.7 million. This figure includes both new positions due to economic growth and roles created to replace retiring workers. Notably, 40% growth is forecasted to happen within the first two years of the projection, signifying a robust recovery in the labor market post-pandemic.

Additionally, a substantial 50% (3.9 million) of job openings will emerge as replacements for retiring active workers, while the remaining 13% (approximately 1 million) will arise from other replacement needs, such as due to deaths and emigration. COPS also indicates that more than half of new immigrants, totaling 52.8%, are expected to seek employment in occupations typically requiring post-secondary education or in managerial positions. This data suggests a strong inclination among incoming immigrants toward roles demanding higher education qualifications or specialized skills.
