{"id":483,"date":"2022-04-14T19:37:35","date_gmt":"2022-04-14T14:07:35","guid":{"rendered":"https:\/\/www.dss-hr.com\/blog\/?p=483"},"modified":"2023-06-12T12:51:37","modified_gmt":"2023-06-12T07:21:37","slug":"how-canada-can-improve-the-temporary-foreign-worker-program","status":"publish","type":"post","link":"https:\/\/www.dss-hr.com\/blog\/how-canada-can-improve-the-temporary-foreign-worker-program","title":{"rendered":"How Canada can improve the Temporary Foreign Worker Program:"},"content":{"rendered":"\n<p>The Temporary Foreign Worker Program is one\nof Canada&#8217;s most effective tools for addressing the current labour need,\nalthough it could be better. <\/p>\n\n\n\n<p>According to a recent research by the\nCanadian Federation of Independent Business titled &#8220;Labour shortages are\nback with a vengeance,&#8221; 54 percent of businesses are unable to locate all\nof the employees they require, with only 42 percent indicating that their\noperations are adequately staffed.<\/p>\n\n\n\n<p>Some small businesses have taken measures\nto improve their job market competitiveness, such as boosting salaries, but\nonly 22% of those who did so believed it to be effective. Almost two-thirds (63\npercent) of organisations said that the biggest impediment to their labour\nproblems was a shortage of individuals with the requisite skills\/experience.\nEmployers still require individuals with the abilities to suit their business&#8217;\ndemands, even if employment is available. <\/p>\n\n\n\n<p>Labor shortages are still being driven by a\nlack of candidates, qualification mismatches, and labour market disruptions.<\/p>\n\n\n\n<p>Small enterprises have been heavily\naffected by COVID 19 restrictions and lockdowns. Now that most of the country\nis reopening, governments must address labour shortages as soon as possible to\nensure a solid rebound.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Wage\nincreases have not proven to be the magic bullet for retaining or attracting\nnew personnel. <\/strong><\/h2>\n\n\n\n<p>More than four out of every five businesses\n(82%) that are suffering workforce shortages have already increased wages.\nWhile this worked for some, half of the companies indicated that it was\nineffective in attracting potential personnel. Even after boosting their wages,\nthese businesses said that they received no eligible applicants, or no applicants\nat all, for open positions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Business owners are in a difficult situation, as they must combine job seekers&#8217; expectations with their capacity to remain competitive<\/strong>:<\/h2>\n\n\n\n<p>The unbalanced allocation of job seekers to\npositions in different education categories is one explanation for the shortage\nof applications. In Q1 2021, 22 percent of the unemployed people had a\nbachelor&#8217;s degree or higher, despite the fact that only 15% of the labour\nmarket needed this level of education. The majority of job openings in Canada\nare currently focused on lower education levels. Job seekers who want to move\nto Canada, on the other hand, have higher education levels, resulting in a\nmismatch in skills and expectations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The\nTemporary Foreign Worker Program has the potential to be one of the best\nsolutions to the labour shortage:<\/strong><\/h2>\n\n\n\n<p>Increased automation in enterprises (81\npercent success rate) and the Temporary Foreign Worker Program (TFWP) to bring\nin additional workers were the most successful measures identified in dealing\nwith the labour shortage (52 percent success rate). However, while the TFWP has\na higher success rate than some of the other approaches, it has a lower\nutilisation rate. Only 16% of small firms claimed to have used the TFWP.\nBecause of the low utilisation rate and high success rate, temporary foreign\nworkers could be a viable solution to Canada&#8217;s labour shortages, especially if\nthe programme was expanded to other sectors.Opening the TFWP to a broader\nsegment of the business community would result in a more moderate influx of\nlabour, while yet keeping the essential skills to match what businesses and\nemployees want. <\/p>\n\n\n\n<p>The TFWP also allows those enterprises with\nthe greatest immediate need to apply for more workers without having to compete\ndirectly for the labour pool. The movement of employees has added a tremendous\ndegree of competitiveness to the labour pool throughout the pandemic. It is far\nmore difficult to compete for the same labour in Manufacturing, Agriculture,\nand Professional Services (e.g., information technology, copywriting,\nmechanics). These and other sectors will be better equipped to locate employees\nif they have a direct applicant pool.<\/p>\n\n\n\n<p>Certain improvements to the TFWP should be\naddressed in order for it to become a key solution. <\/p>\n\n\n\n<p>To help alleviate Canada&#8217;s immediate labour\ndeficit, the federal government should make the following reforms to the TFWP: <\/p>\n\n\n\n<p>To help alleviate Canada&#8217;s immediate labour\ndeficit, the federal government should make the following reforms to the TFWP: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In order to bring foreign employees to Canada faster, improve and simplify the Temporary Foreign Worker Program and permanent immigration system, including creating a pathway for permanent residency for these workers.<\/li><li>To ensure a good fit between immigrants and the roles they are coming in to fulfill, ensure that job seekers match the demands in the Canadian job market. <\/li><li>As a temporary solution to solve the urgent labour shortages caused by the pandemic, open the TFWP to all sorts of jobs and all industries, regardless of the current regional unemployment rate. <\/li><li>Establish a Trusted Employer system to accelerate the application process for Canadian businesses hiring temporary foreign workers to meet labour shortages, while also ensuring that smaller businesses with lower-wage roles can qualify. <\/li><\/ul>\n\n\n\n<p>Employer fees should be temporarily waived\nfor small business owners who want to use the TFWP. <\/p>\n\n\n\n<p>Dynamic group is one stop solution for all\nyour immigration needs.
